Hexloom Tariff Check Canada

What changes on October 30 for the 50% Section 338 tariff on Canadian goods

From 12:01 a.m. eastern time on 30 October 2026, 22 products leave the Section 338 list and 100 join it. The rate does not change: it stays at 50% for products on the list. This page gives each of the 122 codes, with its description and USITC general rate, as of 2026-10-23.

Section 338 applies at 50% to the products named in the annexes, not to every Canadian product. Sources: the proclamation of 2026-10-23 and Proclamations 11046, 11047 and 11048 (91 FR 46639, 46653 and 46663). The main Section 338 check lists those sources in full.

What the proclamation changes

The proclamation is titled Further Modifying the Scope of Products of Canada Subject to the Additional Duties Imposed To Offset Canadian Discrimination Against the Commerce of the United States With Respect to Motor Vehicles. It was signed on October 23, 2026, and it changes the scope of the 50% duty imposed by Proclamation 11048 (91 FR 46663, FR Doc 2026-14997).

Effective

These changes shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on October 30, 2026.

Rate
50 percent additional ad valorem duty under Proclamation 11048, as amended. The proclamation does not change the rate.
Products
Annex I, Part A: 22 products leave the list. Annex I, Part B: 100 products join it. Annex II makes the matching change to the HTSUS for the same 122 codes.
Federal Register
Publication pending as of 2026-10-24T02:09Z. Paragraph (5) has the Commissioner of CBP decide whether further HTSUS modifications are needed and make them, including any technical or ministerial correction to the annexes, "through notice in the Federal Register".

Section 232 duties

Paragraph (1), third sentence, reads:

The duties imposed pursuant to Proclamation 11048, as amended, and as modified in this proclamation, shall apply in addition to duties imposed pursuant to section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862).

This page does not say more about how the two duties combine. The tables below do not check Section 232 duties.

The 122 products, by code

Each code is an 8-digit HTSUS subheading. The general rate is the USITC column 1 rate, before any Section 338 duty, as of 2026-10-23. Goods that qualify under USMCA (CUSMA) can enter at the USITC Special rate, which this page does not show. The proclamation does not mention USMCA.

Leaving the list: Annex I, Part A (22 products)

The 50% duty no longer applies to these products for goods entered on or after 12:01 a.m. eastern time on 30 October 2026. The change does not reach goods entered before that time (paragraph (1), last sentence).

Descriptions are the USITC HTSUS text for each code, with its levels separated by semicolons. Seven rows (4412.33.06, 4412.33.26, 4412.33.32, 4412.34.26, 4412.34.32, 4811.51.20 and 4811.51.40) lack a top level in that text, so it is added: the plywood level from the sibling rows, the 4811.51 level from the annex wording. For 8419.89.95, where the USITC text is only "Other", the annex wording is used.

The annex notes

Each annex opens with a note. Part A:

Note: A 50% ad valorem Section 338 tariff shall no longer apply to the following articles of Canada. The product descriptions that are contained in this Annex are provided for informational purposes only and are not intended to delimit in any way the scope of the action. Any questions regarding the scope of particular HTSUS provisions should be referred to U.S. Customs and Border Protection. In the product descriptions, the abbreviation "nesoi" means "not elsewhere specified or included."

Part B:

Note: A 50% ad valorem Section 338 tariff shall apply to the following articles of Canada, unless they are articles of civil aircraft or aircraft parts that meet the criteria of General Note 6 of the HTSUS.

What this page does not do

  • It is not legal or customs advice. Ask a customs broker before you act on a code or a rate.
  • It does not calculate duty on an order, classify a product or recommend a price change. The HTSUS code governs, and scope questions go to U.S. Customs and Border Protection, as the annex notes say.
  • It does not check Section 232, Section 301 or postal duties.
  • It is AI-generated. The tables were transcribed from the annex PDFs and the USITC schedule with AI assistance. A line may be missed or misread, so check the annex before you rely on a code.
  • It reflects the proclamation as published on whitehouse.gov. Paragraph (5) puts further HTSUS modifications and technical corrections to the annexes "through notice in the Federal Register", so a later notice can change these lists.
